Rules & Regulations

 

The Rules & Regulations (R&R) create a level playing field for all players wishing to operate in the market of the national uniform payment products PIN, Chipknip, Acceptgiro and Incasso/Machtigen.

 

With the R&R, Currence aims to provide players with open access to the market. The R&R are transparent and non-discriminatory and are a crucial instrument in the achievement of Currence's most important goal, viz. facilitating market transparency and a competitive market constrained only by the conditions necessary for an efficient and secure payment system.

 

The R&R contain the requirements to be satisfied by both new and existing players in the market. The requirements cover such things as the conditions for guaranteeing an efficient, secure and reliable payment system.

The R&R have been compiled according to a system of roles, with each role corresponding to a specific activity in the payment system chain.

 

Players satisfying the standards laid down in the R&R qualify either for a licence or for a certificate, depending on the role that they wish to perform. Currence is the issuer of these licences and certificates by virtue of ownership of the payment products in its portfolio.

 

There are separate R&Rs for each payment product. Each set of R&Rs comprises three parts:

 

  • General notes on the individual roles for the payment product concerned, including an overview of the system of roles and the way it is organised plus the various applicable standards;
  • The rules applicable to existing players of roles governed by the R&R and applicants for those roles, stipulating, among other things, the application, assessment, acceptance and enforcement procedures for the licences and certificates; and
  • The actual provisions of the R&R, including the organisational, process-related and operational standards for each role in the system of roles.
